Mayor John Compton called the meeting of the Town Council to order at 7:37 p.m. In attendance were Councilors Betsy Klinger, Peggy Odick, David Stopak, and Nick Suzich. The following Town residents were also present: Treasurer Mary Challstrom, Bill Saar, Ed Roberts, and Carolyn & Bud O'Connor. Also present was Renee Miller from the Asbury Wellness Center.
Bill Saar was asked to appear to talk about the Website and so that the Mayor and Council could thank him in person for all of his work on the Website. Renee Miller from the Asbury Wellness Center gave a short presentation about the Center and left information packets for Town residents. Amy Porter presented 2 examples of playground equipment for the Town to consider purchasing with the Program Open Space funds.
Peggy Odick moved, David Stopak seconded, that the Town Council minutes of July 8, 2002 be approved. Vote: 4-0.

Mayor Compton announced the following:
Mayor Compton talked about M-NCPPC Legacy Open Space issues with the historic part of the upper field. There was some discussion by Park & Planning about a passive park on the land. That field, along with the surrounding wetlands, would be used to satisfy the "park that never was" in the Amity area from the old Master Plan. Mayor Compton also talked about an agreement where M-NCPPC owns the property, we maintain/manage it and jointly make decisions on use issues. A discussion about annexation ensued.
In John Tomlin's absence, Mayor Compton read Jim Fletcher's maintenance report. The decision was made to fix the John Deere tractor at the cost of $350.00. Mr. Fletcher's report also commented on the hanging limb across from the Kane residence on Daylily Lane. He does not think that it is a threat and will have Charlie Musser take care of it when he is in Town again.
Nick Suzich reported that the people working on playground equipment narrowed the choice down to 2 pieces of equipment. Bill Glass bought the cupola for Ann's Folly (tennis shed) and suggested that we hire someone to install it. He has the name of someone who would do it for two or three hundred dollars.
Betsy Klinger reported that a Charlie Chaplin film would be shown outdoors on Sept. 1, 2002 at 7:30 p.m.. She also reported that the Website has been updated.
All Council members received a document on Municipal Infractions that was done by Jim Debelius in 1994. Mayor Compton will talk to Bill Roberts, Town Attorney, about this subject. The Clerk offered to put blurb in the next Bulletin that would call for volunteers to work on this project.
Mayor Compton and the Council members had a brief discussion about the commercial corner and then voted to schedule a separate work session to work on the Master Plan revision.
The meeting was adjourned at 10:25 p.m.
Roy McCathran, the Town's first mayor, referred poetically to Washington Grove as "a town within a forest, an oasis of tranquility and a rustic jewel in the diadem of the great free state of Maryland."
4th of July A plaque commemorating the history of Washington Grove will be unveiled at a ceremony in Morgan Park on July 4th between 1:30 p.m. and 2:00 p.m.
