Mayor Compton called a regular meeting of the Town Council to order at 7:38 p.m. In attendance were Councilors Darrell Anderson, Charlie Challstrom, Georgette Cole, Kathie Evans, Marida Hines, and David Stopak. Also present were Treasurer Mary Challstrom, Maintenance Supervisor Jim Fletcher and Town residents Ann Briggs, George Paine, and John Tomlin.
Ann Briggs reported that there was a tremendous change in the driving behavior of the soccer players and thanked the Mayor and Council for their recent efforts.
Darrell Anderson moved, Georgette Cole seconded that the Town Council minutes of July 9, 2007 be approved as amended. Vote: 6-0. Charlie Challstrom moved, Georgette Cole seconded that the Town Council minutes of July 23, 2007 be approved. Vote: 6-0.
Jim was asked about the plan to use Grover the Groundhog as a way to encourage residents to be reasonable about the size of brush piles and to encourage use of the trash contractor for yard waste pickup. The procedure was discussed and Jim will start using this method immediately. Kathie Evans asked about watering trees. A discussion about the current method ensued. Georgette Cole stated that a more formalized plan would help.
David Stopak moved, Georgette Cole seconded, that the Treasurer's report for July be accepted. Vote: 6-0. Darrell Anderson made a motion to transfer funds. It was seconded by David Stopak. Vote: 6-0.
Richard Salamanca made a proposal for a film project in Washington Grove, via e-mail, to Mayor Compton. Discussion... It was decided that Mayor Compton would call Mr. Salamanca and ask what he planned to do with the film upon its completion. The Mayor would report back to the Council.
Charlie Challstrom reviewed the issue stating that the reason for this change was that the current ordinance did not allow enough protection against the expansion of a home business into other homes. Discussion... Charlie Challstrom moved to introduce Ordinance No. 2007-07. Georgette Cole seconded the motion. Vote: 6-0. The public hearing date will be Sept. 10, 2007.
Mayor Compton reviewed the issue at hand. There was a discussion about the list of violations, whether they were really violations, a grandfathering plan, an amnesty plan and the code inspector ensued. Charlie Challstrom moved to introduce Ordinance No. 2007-08. Darrell Anderson seconded the motion. Vote: 6-0. The public hearing date will be Sept. 10, 2007.
Darrell Anderson stated that he would like to bring forth the issue of the intersection at McCauley Street and Washington Grove Lane by the end of September. It will be placed on the agenda for the 2nd meeting in September.
The meeting was adjourned at 9:18 p.m.
Roy McCathran, the Town's first mayor, referred poetically to Washington Grove as "a town within a forest, an oasis of tranquility and a rustic jewel in the diadem of the great free state of Maryland."

The Washington Grove Planning Commission will hold a public hearing on the recommended Master Plan for the Town of Washington Grove on Wednesday, September 3, 2008.
