Mayor Anderson called the regular meeting of the Town Council to order at 8:47 p.m. In attendance were Councilors Charlie Challstrom, Georgette Cole, John Compton, Kathie Evans and Marida Hines. Also in attendance were residents Sheldon Bierman and John Tomlin.
Georgette Cole moved to approve the agenda. Charlie Challstrom seconded the motion. Mayor Anderson requested the addition of the Intergovernmental Committee under New Business. Vote: 5-0.
Charlie Challstrom reviewed the issues at hand and reported that he and Jim Fletcher met with a representative from Highway Services Inc. about a new guardrail. A discussion about Corten vs. galvanized steel, property ownership, the history of the use of the alley, the 1964 Equity Case, prescriptive rights, guardrail installation, closure, notification to neighbors, informational meetings, getting permission and putting posts at the Bell property ensued. It was decided that if Sarah Steel gives permission for the Town to have this work done on her property, that the Town will move forward with the installation of the new guardrail.
Mayor Anderson presented the Council with an Intergovernmental Committee handout. Georgette Cole and John Tomlin will now work on the Phase 1 part of the housing development. David Stopak and Georgette Cole will be removed from the Casey 6 group.
The meeting was adjourned at 9:45 p.m.
Roy McCathran, the Town's first mayor, referred poetically to Washington Grove as "a town within a forest, an oasis of tranquility and a rustic jewel in the diadem of the great free state of Maryland."
