Mayor Anderson called the regular meeting of the Town Council to order at 7:35 p.m. In attendance were Councilors Charlie Challstrom, Joe Clark, Georgette Cole, John Compton, Kathie Evans and Marida Hines. Also in present were Treasurer Mary Challstrom, Maintenance Supervisor Jim Fletcher and Town residents Sheldon Bierman, Ann Briggs, Keith Gillis, Birgit Henninger, Ralph Hurst, Tom Land, Audrey Maskery, Jean Myers, Paula Puglisi, Ed Roberts, Bruce Rothrock and Judy Young.

Approval of the Agenda

Joe Clark moved, Georgette Cole seconded that the Agenda for February 9, 2009 be approved. Kathie Evans asked to add a discussion about changes to the Woodward Park Use Resolution. The resolution was added and given #8 and Woodward Park barriers along Grove Road was added and given #9. Vote: 6-0.

Public Appearances

Judy Young came to remind people about the Pancake Supper on February 25, 2009 and the Silent Auction on March 7, 2009.

Approval of Minutes

Joe Clark moved, Georgette Cole seconded that the Town Council minutes of January 12, 2009 be approved with one (1) correction. Vote: 6-0. Georgette Cole moved, Charlie Challstrom seconded that the Town Council minutes of January 26, 2009 be approved.

Treasurer's Report

Charlie Challstrom moved, Joe Clark seconded that the Treasurer's report for January 2009 be accepted. Vote: 6-0. Kathie Evans moved, John Compton seconded the motion to transfer funds. Vote: 6-0.

Maintenance Report

Georgette Cole praised Jim's new magnetic clasp idea for the yellow rope at Maple Avenue and Brown Street. Georgette also stated that she believed that the Wood's Preservation Group and the Town Council may have conflicting goals where it comes to the trails in the East Woods. She asked for it to be an agenda item. Kathie Evans asked Jim for the location of the current sand containers. A discussion ensued. A resident asked if two (2) additional containers could be added; one (1) at the intersection of Hickory Rd. & Oak St. and one (1) at the intersection of Hickory Rd. & Center St. A summary of the discussion is; asking the Town Maintenance to sand our intersections is not a reasonable request; additions to specify the use of sand should be better delineated in future bids/contracts; the decision to plow and/or treat Town roads will now be made by committee (Kathie Evans, Joe Clark & Jim Fletcher).

Ordinance No. 2008-07

Modifying Building Coverage Standards: Mayor Anderson began by stating that the public record was still open, discussions were still happening and that changes and recommendations had been made by the Planning Commission. Charlie Challstrom reviewed the ordinance, previous public comments and the proposed changes from the Planning Commission. A discussion about re-subdivision, consequences of being too restrictive, lot sizes, equality, a work session (for the TC, PC, HPC), preservation and historic character ensued. Mayor Anderson will look into a joint work session.

Woodward Park Resolution

Charlie Challstrom stated that the changes to the resolution were substantial enough that he thought a new number should be issued to the document. Joe Clark moved to introduce and approve the new Woodward Park Resolution No. 2009-02. Marida Hines seconded the motion. Vote: 6-0.

Mayor's Announcements

  • Mayor Anderson had nothing new to report about the LOS Field, the Deer Park Bridge or the Casey 6 & 7 properties.
  • Mayor Anderson stated that he wanted to call an Executive Session with the Council and the Town Attorneys on February 23, 2009 at 6:30 p.m.
  • Mayor Anderson brought up the issue of an update concerning driving on Town walkways. He stated that the Town attorney says that the Town can block access to any walkway in Town. The current ordinance allows for vehicular traffic on a walkway for deliveries only and there is only one legally approved exception. It was suggested that discussion about this subject cease until sufficient public notice was given.
The meeting was adjourned at 9:33 p.m.
