Mayor Anderson called the regular meeting of the Town Council to order at 7:32 p.m. In attendance were Councilors Charlie Challstrom, Georgette Cole, Sylvie Favret, Marida Hines and Ted Kelly. Councilor Clark arrived after the approval of the agenda. Also in attendance were Maintenance Supervisor Jim Fletcher and Town residents Ed Roberts, Christiana Isreal and a friend of Christiana's.
Georgette Cole moved, Marida Hines seconded that the agenda be approved. Vote: 5-0.
Jim Fletcher reported that Kathy Ruback would like to bring her Girl Scout troop to the volunteer work day on October 10, 2009. The sense of the Council was yes. Jim also reported that he would be out of Town on that day but that Ted Kelly and Charlie Challstrom would take the lead on this project. Jim also explained the current problems with the compressor that governs the air pressure in Town hall sprinkler system. He will continue to monitor this issue until it is resolved.
Christiana Isreal (305 Washington Grove Lane) came as a public appearance. The Mayor and Council agreed to stray from the agenda and hear her. Although Christiana doesn't really have a problem with the traffic and the noise on Washington Grove Lane, her neighbor Donna would like to ask the Council to consider putting speed cameras on Washington Grove Lane. There was a discussion about the existing speed humps. Mayor Anderson said that the Council would look into improving the speed humps on Washington Grove Lane and hear from Mrs. Edwards at the first meeting in November.
Georgette Cole moved to close the meeting in order to discuss ongoing litigation with the Town attorneys. Ted Kelly seconded the motion. Vote: 6-0. The Town Council went into Executive Session at 8:45 p.m.
The meeting was adjourned at 10:50 p.m.
Roy McCathran, the Town's first mayor, referred poetically to Washington Grove as "a town within a forest, an oasis of tranquility and a rustic jewel in the diadem of the great free state of Maryland."
